Town Supervisor Jack Lawler is a native and lifelong resident of Waterford. After serving as the town Planning Board Chairman from 1983-1987, he was elected as a town councilman and served in that position from 1988-1991. He was elected as Town Supervisor in 1993, a position in which he continues to serve the community.

During his term as Town Supervisor, the Town has constructed both the Richard M. Hurst Harbor Visitors Center and the new Senior/Community Center; the town assumed operating control of the Town Swimming Pool and Waterford Rural Cemetery, making major improvements in both facilities. Jack led the fight to protect the quality of Waterford’s drinking water during the PCB Hudson River Dredging project, successfully negotiating an agreement by which Waterford was provided with an under river connection to the city of Troy’s water supply at no cost to Waterford residents. Also during his term as Supervisor, the town has applied for - and received -millions of dollars in State and Federal grants.

Jack has been employed with SEFCU, a $3.5 billion credit union, for 33 years. He currently serves as the President of SEFCU Asset Management Services, a wholly owned subsidiary of SEFCU. During his career, he has also served SEFCU as Vice President and Executive Vice President. Jack earned a Master of Business Administration from Rensselaer Polytechnic Institute and holds numerous professional insurance and investment licenses.

Mary Shannon was appointed as Town Clerk in February 2018, then elected to the position in November 2018.

 

Prior to becoming Town Clerk, Mary Shannon served as Confidential Secretary to the Supervisor for twelve years. During that time, Mary Shannon was given the opportunity to assist in developing and publishing the Town of Waterford’s bi-annual newsletter.  Mary Shannon has served as Recording Secretary for the Town of Waterford Planning Board and was a member and Secretary of the Town of Waterford Zoning Board of Appeals.

 

Recently, Mary Shannon was a member of the design committee for the new Senior Community Building. This past summer, Mary Shannon was involved in the organization and running of the Town’s First Annual Paddlers of Hope Dragon Boat Festival. Mary Shannon is a member of the Tugboat Roundup Committee and is a member of the Friends of the Waterford Public Library.

Laurie was appointed to the Town Board in 2003. Prior to serving on the Town Board, she had served as Secretary of the Town Planning Board for five years and served as former president for the WHHS Sports Booster Club and Waterford Youth Council.

 

Now in her 16th year of serving on the Board, Laurie’s accomplishments thus far include having a new pool building and pool deck installed, securing a grant for the skateboard park built at Garret Field, and working to build a basketball court at Frank Drag Park on Garrett Drive. Laurie was also instrumental in getting the sprinkler system installed on the baseball and soccer fields on Middletown Road.

 

Laurie’s most recent project was being a member of the design committee for the  new Senior/Community building. Laurie has enjoyed serving her community for the past 16 years and loves planning the Town’s two parades. Laurie is also a member of the Waterford Lions Club. 

James (Jim) was elected to the Town Board in November 2008. As a Councilman, he has served as liaison to Waterford Seniors, Highway Department, Waste Water Department, Waterford Rural Cemetery, Water Commissioners and contract negotiations.

Born a second generation Waterfordian, Jim was raised in the Northside section of Waterford. Educated at the Waterford-Halfmoon High School, he was employed for over 39 years in public and school transportation. He worked for the CDTA as Manager of Safety and Security and for the North Colonie School District as Assistant Director of Transportation and retired in 2015.

 

He has been involved in various Youth Council activities as soccer coach, softball coach and WHHS Sport Booster Club.

Jim and his wife, Linda, have been married for 39 years and have two children and one grandson.

David was elected to office as a village trustee and later a town councilman. On the town board, Dave is the liaison to the Waterford police, fire, EMS service, and the Village of Waterford.

After serving in the Navy, he became the Director of Respiratory Therapy and Pulmonary Technology at a local hospital for several years. Leaving the healthcare industry, he began work in the financial and investment services business. He helped to form the Healthcare Community Securities Corp. and became one of two investment principals; a compliance officer, and the marketing manager.

David has resided both in the town and village of Waterford for most of his life, where he raised his family. He attended Waterford schools, HVCC, and the SUNY system.

His community involvement includes being a former Scout Master of troop 632 and a current volunteer at F.B. Peck Hose Co. Dave is semi retired and assists individuals to secure Social Security and Medicare benefits.

Frank S. McClement has served as a Councilman on the Waterford Town Board since January 2013.
Prior to the Town Board, he served on the Town of Waterford Zoning Board of Appeals beginning in 2010. In 2018, Frank was also appointed to represent Waterford on the Saratoga County Youth Advisory Board.

Frank grew up in Waterford and graduated from Waterford-Halfmoon High School in 1993. Frank is a
Veteran of the US Army having served as a paratrooper with the 82nd Airborne Division. After being
honorably discharged, Frank earned a college degree attending night school using the GI Bill. Frank lives in Northside with his wife, Christina, and two children.

 

Frank has been involved in the Waterford community volunteering as a coach in youth soccer, softball, and wrestling. He has also volunteered with the Waterford Memorial Day Parade and served as Co-Chair of the Town of Waterford Bicentennial Committee.
 

In addition to his role in Waterford, Frank proudly serves full time as the Director of the Saratoga County Veterans Service Agency where he works daily to assist Veterans and
their families.
